ASPA is the largest and most prominent professional association in American public administration. ASPA has a diverse membership of approximately 8,000 practitioners, academicians and students.
It is an advocate for greater effectiveness in government, agents of goodwill and professionalism, publishers of democratic journalism at its very best, purveyors of progressive theory and practice and providers of global citizenship.

PROMOTING THE VALUE OF THE PUBLIC SERVICE PROFESSION
ASPA provides an opportunity for all public administrators to meet and network within Riverside and San Bernardino Counties. ASPA IE provides networking luncheons, workshops, seminars, and an annual awards ceremony.
Since 1984, ASPA has promoted a commitment to high standards of ethical practice by public servants. The Code of Ethics was revised in 2013 and the Ethics and Standards Implementation Committee (Ethics Committee) was established in 2014. The Code of Ethics presents the key principles that public servants should advance. Its educational and review activities support the ethical behavior of members, and hold public administrators accountable for adhering to these principles.
ASPA’s four core values are: Accountability and Performance Professionalism Ethics and Social Equity We live out these values through a variety of resources available to members throughout the year.

BOARD MEMBERS
Sharon Pierce
President (2023-2024)
Sharon Velarde Pierce is an assistant professor at California State University, San Bernardino. She earned a doctorate in Educational Leadership from California State University, San Bernardo. She has over twenty years as a K-12 school administrator and most recently, in higher education. Her research focuses on the experiences of women in public administration and the experiences of first-generation college students. As an educator, she is committed to public service and building a supportive learning environment for her students.
Kandy Liu
President-Elect (2023-2024)
Kandy Liu serves as the Executive Director of Audit and Advisory Services at California State University, San Bernardino. She is a certified government auditing professional with over 12 years of public sector experience, specializing in performance audits. Kandy holds a Master of Public Administration degree, with a concentration in Public Financial Management from California State University, San Bernardino, and holds a Bachelor of Arts degree in Sociology and Business Administration from the University of California, Riverside. She is a member of the Institute of Internal Auditors (IIA), Association of College and University Auditors (ACUA), Pi Alpha Alpha Global Honor Society (PAA), and American Society for Public Administration (ASPA). Kandy is dedicated to ethical public service and is passionate about helping organizations meet their objectives. She also enjoys spending time mentoring students and young professionals.
Emma Perez-Singh
Secretary, and Past President
As a Veterinary Services Operation Chief for the County of Riverside I manage a veterinary staff who are located at 4 municipal animal shelters across Riverside County and ensure all operations run smoothly in accordance with State and local laws, County policies, and Department policies.

Maroun El-Hage, PE
Treasurer, and Past President
Maroun is a licensed Professional Civil Engineer in the State of California, and currently serves as a Principal Civil Engineer at the Eastern Municipal Water District, in Perris. To achieve organizational goals, Maroun collaborates with stakeholders, develops new policies and procedures, provides staff training and coaching, and maintains an effective operation through continuous and innovative improvements.While ASPA provides networking and professional development opportunities, Maroun’s involvement with ASPA stems from his desire to utilize his acquired learning in the MPA program to help advance the ieASPA’s core values and excellence in Public Service.
Kari Mendoza
Board Member
Kari Mendoza holds a Master’s Degree from CSUSB in Public Administration and also graduated from Peace Officer Standards and Training, Law Enforcement Command College. She spent twenty years in Police Civilian Management and is currently the Administrative Services Director for the City of Beaumont handling Human Resources, Payroll, Risk Management and Information Technology for the City. She currently serves as the Executive Director for the Eastern Riverside County Inter-operable Communications Authority a Joint Powers Authority for a regional communications system.
Ya (Anna) Ni
Board Member
Anna Ya Ni is an associate professor and the Research Director of Public Administration at California State University, San Bernardino. She was a visiting scholar of the Institute of Governance at KU Leuven in 2015. Anna worked for a Foreign Trade and Economic Development Agency in China and a global biochemical corporation from 1993 to 1999. She received a LL.B. from University of International Relations in China, an M.S. and a MPA from Iowa State University, and a Ph.D. of Public Administration from Syracuse University. Her research interests center on information assurance, innovation adoption, outsourcing, public-private partnerships, and organizational effectiveness.
